The proposed drilling moratorium is another matter. Williams (and other drillers) have entered into leases with the mineral owners and these leases have time limits - they have to drill within a preset period of time or the leases expire. So a six month moratorium could cause severe economic loss to the drillers, as well as the mineral owners, and that could trigger legal actions.
