I used to work for a specialty chemical company and had to deal with the EPA, which regulated many of our products. Based on that experience, I would not trust anything that an EPA administrator says. They are incompetent bureaucrats, some with a polital ax to grind, some just playing out the hand until retirement. From what I have heard from my former colleagues at this company, the EPA has only gotten more inept.
